Singapore divides its land into survey divisions called mukims and town subdivisions. A land lot is identified by a lot number within its division, so the number alone is not enough without the division name or code.
A mapped parcel is a surface land lot. Apartments and other strata units are held on their own titles but share the lot beneath the building, so the parcel count is not a count of homes.
Singapore is compact and densely built, so many lots are small. In data like this the average is usually pulled upward by a small number of very large lots, and the median describes a typical lot better.
